Web Scenario Question

Does anyone know if it's possible to set up two web scenarios to run like the following:

Web Scenario 1:Run every 10 minutes
Web Scenario 2: Only run if Web Scenario 1 fails
And once Web Scenario 1 is good again, disable Web Scenario 2 until Web Scenario 1 fails.

Would this be something that is done via actions? Any information is appreciated. Thank you

You could build something (it's not possible out of the box) like:
When the trigger for webscenario1 fires, have an action run an external script. This external scipt can activate webscenario2 through the API. Similar construction when it goes back to ok.
