Zabbix Agent 2 service immediately stops on Windows Server 2016

I have a Windows Server 2016, Zabbix Agent version 6.4.6.2400. The Agent was running prior to server restart, but now will not start. Windows Services message is:
The Zbbix Agent 2 service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs.

    Log shows the following:
    2023/12/19 08:37:44.187569 Zabbix Agent2 hostname: [ATL01EXS16]
2023/12/19 08:37:44.689541 cannot start server listener: Listen failed: listen tcp 0.0.0.0:10050: bind: Only one usage of each socket address (protocol/network address/port) is normally permitted.

After changing ListenIP option in .conf file to the Windows Server IP:
    2023/12/19 08:46:50.488662 Zabbix Agent2 hostname: [ATL01EXS16]
2023/12/19 08:46:50.989851 cannot start server listener: Listen failed: listen tcp 10.4.2.64:10050: bind: An attempt was made to access a socket in a way forbidden by its access permissions.

    Full config is:
