Thanks @glebs.ivanovskis finally managed to upgrade successfully. my problem was with the packaged i had downloaded it wont start the db update. had to update my apt repository manually.

Upgrade from 2.2.x to 3.2.x

I'm trying to run through the upgrade by building a new server with version 2.2, import my data base and running the upgrade using repos - keep all the data we currently have is very important for us.
here is the error im getting (It also failed earlier but i was able to move forward by running SET GLOBAL FOREIGN_KEY_CHECKS=0; ):
