Zabbix 6.0.19: possible bug in Trigger Actions

In Zabbix front end I configured a monitoring Item and set up a Trigger and Trigger Action for it. The Item's severity is "Non-Classified".

For me (Zabbix Super Admin role) it works fine - the data is received, the Trigger activates and i receive an email notification.

However, another user (Zabbix User role), whose email address is provided in Trigger Action configuration menu right next to mine, does not receive any email notification.

When i go to Monitoring - Problems and click on that little grey arrow icon under Actions columns, i also see that the email is being sent only for me but not the other user. There is no error, like "no media defined for user" or something similar.

Furthermore, in Administration - Users - <username> - Media, i explicitly disabled all notifications except when the severity is "Non Classified". But when for testing i trigger the Item and receive an email notification (and the other user doesn't), then in the Media menu of that user the notifications are somehow set back to all (NIWAHD). What this means is that the other user receives some High severity notifications which he is not interested at all. And yet he still doesnt receive notification from Non-Classified Item.

I confirmed that in Configuration - Actions - Trigger Actions the Conditions menu refers to the correct host and Trigger item. Double-checked the correct email address is used. Tried to add the other user's email as the separate Operation (instead of separating my email address from his with a comma). Also restarted Zabbix agent multiple times. Nothing works

Does said user has permissions for host/hostgroup that generates alert? If the user has no read permission Zabbix will not attempt to notify the user.
