New Proxy Servers maxing poller % with no hosts assigned

We are running 6.4.3 and recently installed a couple of new proxy servers (VM's) each with there own db (postgres) running on the same box.

They are maxing data poller % then decrease down to 11% then back up to 100%.
They have no hosts attached to them to scan
setting to debuglevel 4 i am not seeing any errors, warnings to show why
we have startpollers to 60. for testing i have increased it higher and still no change.

Has anyone seen this before? Any idea on where to start looking?

to add i found the below in the logs at debug 5. i can ping,telnet,ssh to each other. so i am bit confused

Now I confused - i changed in proxy server from Server=dns name to Server=ip and now i have clean connectivity.

Using dig or nslookup works perfectly. The zabbix server name resolves from the proxy server with no issues.
