issue with actions and "trigger like"

I am trying to set a action based on the trigger name " [TEST] File is not found"

I have an action that has

Maintenance status not in "maintenance"
Trigger value = "PROBLEM"
Trigger name like "[TEST]"

Essentially I would like all triggers tagged with [TEST] to go to a testing email

This is on Zabbix 2.4

Currently my test on the trigger doesnt work . it is set to information as severity (but that shouldnt matter for the action)
