Tag - "Does not exist" filter not working as expected

I'm trying to show a list of hosts which don't have a particular tag, but regardless of what I try, the results always return the full list of hosts. What am I doing wrong?

See attached screenshot, I want to return all hosts that don't have the tag "Site", but as shown the very first result contains that exact tag.

Zabbix version is 6.0.28

Works here as expected, with 6.0.28, when assigning the tag directly to the host.

But, when the tag is actually coming from an attached template, then the "does not exist" filter still matches the host.

You may want to search for and open an issue in Zabbix support portal about this.
