How to count how many times a trigger was fired?

I have a trigger that fired when CPU usage is higher that 95 percent, but I would like to know how many times this trigger has been fired. I would like to create a trigger that will be fired when count of this one will be greater that 5 during last 12 hours.

What if the trigger is not a simple expression like item-operator-value, but something more complex?

For instance, I set up a trigger that fires based on a web scenario. The trigger is like this:

last(/websitename/web.test.fail[WebScenario1])<>0

I would like to count how many times this trigger fires in the last n minutes.
