Agents DDos Network if Proxy or Server stop working

Hello,

When agents can't find Proxy or Server due to any reason(Proxy server is turned off for any reason) agent never stops sending arp requests for that server and in my case with large amount of agents it pretty much DDos network.
Is there some reasonable solution that prevents this to happening ? Some setting I missed or anything ?

To add some info ... when I put ip address into ServerActive and that ip address cannot be reached due to any reason, agent sends arp request and never stop and sends one every second. I need some timeout or some way to shut that down after few attempts

You may want to open a case in https://support.zabbix.com/projects/ZBX to confirm it or get some response from devs...
