Disclaimer - had an active zabbix install dropped on me - learning it as I go.

In the user setup page there is an option for auto-logout. I would like to set this for all users. Is there a parameter that can be set in the zabbix_server.conf file that will apply to all users or must one set it for each user?

you have Auto-login on the user setting itself.
go to :
Administration -> Users -> choose the username you want
and check the "Auto-login" box
