Several levels of GUI interface in Zabbix network

Hi everyone. We are about to move to zabbix for our monitoring needs. Im trying to find any info on whether Zabbix can be build to serve following purpose.

We need to have main server with GUI, with direct monitoring of agents, maybe in some cases via proxies. But we need to have also possibilities to create local instance with GUI(not just access to our WEB GUI with restrictions, roles and so on) that will be able to monitor locally(in best case also manage hosts in its zone), even when connection to our main server gets lost, which can happen for longer period of time. Im not talking about load balancing, or HA, but some sort of hierarchy. if control would be limited for our main, or "their" GUI web server, its OK. Is it possible to do this with zabbix?

Thank you for reply. And is it possible, to have agent working with two separate master servers? i mean one mine main server, and another independent master server instance at their premises , both of them using combination of active and passive checks polling same agent at their network? (firewalls set accordingly to allow needed communication)
