CPU utilization for all hosts cannot be obtained

First, forgive me for not being able to attach logs as this is a company system.

I am using Zabbix ver 7.0.6 and SNMP agent environment. The template is no different from the official one.
I started 2 months ago, increased the number of monitored items and the number of items is 10,000.

During maintenance, someone seems to have shut down the power to the Zabbix server.
After that, only the CPU usage of the Windows host has been unobtainable.

Examining Zabbix_server.log, I see that logs related to acquisition are output only on system reboot.

What is the origin of this phenomenon?

You could try running

snmpwalk -v2c -c <community> <host_ip> <cpu_usage_oid>

and see if you get any answer.
