Prevent admin users from using other tenants proxies

Admins from different tenants must be able to add hosts. But they are able to use each others proxies - and that can be abused in plenty of ways.

How do you isolate different tenants with different proxies? The only sane solution I see are complete separate instances of zabbix.

Further, would rather not have the different tenants be able to see our list of proxies (via the create host box).

Might send in a patch. Just need to check whether it's worth the time (codebase, feasible in the time I have, whether there are hundreds of old unreviewed patches etc).
