Existing discovery actions missing

I upgraded to 7.2.3 and existing discovery actions are now missing. When recreating them, I get a message saying "Cannot add action. Action "XXX" already exists".

Has anyone run into this issue?

Make sure there are no other type of action with the same name.

Already checked. In the original screenshot, the discovery actions is blank. I thought it was a filtering issue at first but the status is set to Any.

I think that only admins can delete posts.
