    Is this the correct strategy?

We have 4 holiday parks, each running MikroTik routers and switches and Ubiquiti wireless access points
and stations dotted all over the parks distributing wireless to tourists and residents.

I'd like to remotely monitor the routers, switches and wifi equipment remotely using Zabbix from
    a cloud hosted Zabbix server.

I'd like to avoid using VPN's if possible so was wondering if I just need to create a Zabbix proxy on each site
which reports back to the main Zabbix cloud server?

Is this the best strategy or can anyone recommend any other options or anything else I need to take into consideration?

Zabbix proxy is a good way to make a secure route towards zabbix server.
How you then monitor that local equipment is up to that equipment. is up to you

I have VPN's from my zabbix server to the mikrotiks on site and do not have any problems. The problem I have with proxy's is that you must then have another server running on site.

You can retrieve data directly if you let your server pull the data/let your equipment send the data.
So you don't need the proxy if those VPN's are always up.
