Disable public dashboards and maps creation

Am I missing something? I can't seem to find an option to disable the creation of public dashboards and maps.

This functionality is problematic because it appears that all users can view a public dashboard, not just the users within the specific user group. This means that all users see many dashboards that are not useful to them because they don't have access to the hosts monitored in those dashboards.

How do people handle this?

Zabbix allow block or grant view of dashboards and maps in User Roles parameters.

If the user have Dashboard rights in User Role and the Dashboard is Public, these user will see it. If Dashboard contains hosts, groups, etc that user haven't view rights, they will shown in grey, or the Dashboard will shown empty.

If the user haven't Dashboard rights and Dashboard is public, these user can't see it, because haven't right to se any Dashboard (never tested, but think even with direct URL, can't see).
