We have some flaky locations that go up/down within a couple minutes (I know, we have complained to the ISPs, but when they are the only one in town, they don't care). I want to delay sending an email about a location being down, unless it has been down for 5 minutes. I understand that is done by configuring the trigger actions for the email group. I created an email group named "Report issue to IT Admins", go into the Action for that group, then go to operations. At this point, I'm not sure what to. If I try to change the "Step Duration" on the default "Send Message", the emails still come through immediately. I also tried "Step 2", and while that delayed the "problem" email, an email still came through afterwards that the device was resolved. At this point, I stopped and realized I have no idea what I'm doing, so I am here asking.

IIRC... operations.. not immediately, but in 5m (set steps 2-2 instead of 1-1, as you tried) and recovery actions should be "inform all involved" not "send message to group". "Inform involved" does not send out any message, if starting event was not sent out...
