Server not running on fresh install of Zabbix 7.4 on Ubuntu 24.04

I have repeated installs of Zabbix 7.4, each time a fresh install only to login to the Zabbix front-end server which is the same as my Zabbix server only to be greeted with the error " Zabbix server is not running" This is a new install with no devices being monitored. I have read over the previous postings with same error and I have made the NodeAddress in the /etc/zabbix/zabbix_server.conf match the same. Or I can comment out. Nothing works. Basically it does not matter what I do. The server continues to show "not running"
