Action not start after trigger

Hi to all, i integrated telegram for nitify, and the test is done.
but now i create an user for send to specific telegram chat, but the problem is the action not activate after the trigger, i see if the problem already exist befor crating action, but not have the problem.
this my configuration:





the user have admin permission. when triggered the prblom action not start and no see any info in log

Admin or super admin? Just admin requires access to hosts as any normal user...
