What exactly does a certain value of PHP_TZ do for Zabbix? It sets the PHP timezone - but then what? Does it just affect some cosmetics in the GUI, does it skew useri-inputted time or what?

Does it affect user default timezone? Is it critical for times to be correct, or just cosmetic and affect default user settings?

It should be default timezone (same as you can set in Administration->GUI). Users can change their own TZ in their profile, but that is just for their own view, server operates in default zone and schedules/maintenances ae based on that.

I think at one point in time this setting came from webserver/php settings, where you had to define a timezone, where you are...
