You just need to plan ahead and download all of the packages that you will need from the Zabbix repos in advance. Put them on a USB drive, burn them to a CD, or whatever.
You can use the "Get Zabbix" link to select your scenario (example Server, Frontend, and Agent with MySQL database and Apache httpd server for Ubuntu 22.04) and then grab the list of packages from step C. Those might not be *the only* packages you need, though, so if you have space on your USB stick, you may want to download all the relevant packages.
Note that if you're doing an offline installation, you don't need the zabbix-release package. That's just the thing that sets up the remote software repo, which won't be useful for your scenario.
