zabbix busy timer process is 100%

I have two zabbix-server, and the details are as follows.

• zabbix-server(A) : zabbix 2.2.14
• zabbix-server(B) : zabbix 2.2.8

The same operation was performed on the two machines, but the ZABBIX busy timer process on zabbix-server (a) reached 100.
Excuse me, is this relevant to the version of ZABBIX?Is there any other reason?

4. Add created template on the host
5. zabbix-server(a)'s timer process reached 100

Inside the zabbix-server(a) configuration file, set StartTimers to 32.
Inside the zabbix-server(b) configuration file, set StartTimers to 16.
