I have not seen our Zabbix server health dashboard not show the pinger data collector below 100%. We are a new install, so perhaps a default setting needs to be increased. Where should I look in the settings to get this data collector percentage down? What percentage should be my goal?

You'll need to increase the StartPingers value in zabbix_server.conf (I think the default is 1)
What you need to set it to will depend on your hosts, how often you're pinging, how long they take to reply etc.
And as to the percentage, it depends on how much headroom/failure you want to have vs how much processing power you want to allocate, guessing most people ignore it til it trips the warning at 75% but if you have a couple of hosts that regularly drop up, they'll tie up resource til they come back.
Also probably worth checking to see if all your hosts are responding to pings in case there are some perpetually timing out.
