Site outage not flagged by zabbix

We had a site outage, and zabbix did not report it. I believe zabbix was timing out and not receiving any data. This is really not good and makes this tool unusable. How can I get around this. Lets say if I don't get any data3 consecutive times then throw a trigger.

You would create a trigger with nodata(n), where n is the number of seconds. For example;

{HOSTNAME.data3.nodata(180)}=1

This trigger will fire if the Zabbix Server does not recieve data3 from HOSTNAME over 3 consecutive minutes.
