That is kind of a trick question. 1.1.x is more stable, mainly because it is the stable branch, while 1.3.x is the unstable development branch. 1.3.x has more functionality than the stock 1.1.x branch, because the 1.1.x branch was feature froze months ago.
Please keep in mind that 1.3.x is a development branch, as such it is not meant to be used in a production environment. Use it at your own risk.
Having said that, I like a number of the features going into 1.3 and were I still managing test environments, I would have zero issues with running it in my environments at work. For the most part, the stability issues I have seen have been mostly people who are new to Zabbix or have not read the documentation / release notes.
also to mention, that there are still a lot of bugs in the packaged version of 1.3.3 ...
if you want most of the bugs fixed, and the new Features, get the latest SVN version (its 2 months more mature).
