read-only users can't view screens with Maps

when viewing the user rights for guest, the following Deny's show up.. I can't remove them or add any other permissions to supercede them. Is this normal? Interestingly, those same deny rights show up for every user group. This is a brand new installation..

Permission are set on user group level. They cannot be changed for an user individually.
