upload background

Can't Upload background image: Configuration -> General -> Host -> Images -> Create Image

Name: Test;
Type: Background;
Upload: c:\test\test.jpg

or

Name: Test;
Type: Icon;
Upload: c:\test\test.png

Then i press Save: and get error: [ERROR: Cannot add image], Select image to download.

Why ??? Please help me.

If you want to upload images or something else you must edit /usr/local/lib/php.ini, find there file_uploads = ON !!!!!!
