How will I upgrade from zabbix 1.0 to 1.1alpha7?

not sure if you are talking about on *nix/windows. if *nix, then there will be a directory containing a series of mysql/postgres patches to upgrade (when untarred - upgrades/dbpatches/) the database so it is compliant with the version you are using. obviously back up the zabbix db and the zabbix php site before upgrading.

I haven't see anyone explicitly say that you can upgrade zabbix from 1.0 to 1.1 and keep using the old zabbix 1.0 agents (with the existing 1.0 capabilite), at least until finding time to upgrade the agents.

Is this safe to assume this is ok?

Yes, it is safe provided you don't want to use active checks or other new features like monitoring of log files, etc.
