Trigger status "UNKNOWN" instead of "ON"

Is there any way to trigger on host availability?

I have an application I am monitoring (via zapcat) and every time the app is down all monitoring stops, including a simple tcp check. The trigger on tcp check gets value "UNKNOWN" and the host says "Not Available" and as a result the action never performed. I would like to be able to trigger on "unavailable"
as this really indicates the app is down but I cant seem to find the way.

Any ideas?
