[1.6.3][frontend] bug fix which show disabled scenarios in Web window

Hi,

On Configuration/Web window, it doesn't show disabled scenarios even if a user has selected [Show disabled scenarios]. I want to see all scenarios regardless of their status.

how to reproduce)
1. create scenario
2. change the status "Disabled" of the scenario
3. you cannot see the scenario

I verified this bug has gone away in 1.6.4.
