scripts for lang file

Hi,

i create 2 scripts to help maintener of lang file to be up-to-date with the en_gb file.

the first script (diff_locales.php) display to screen not translated term in specified lang file (in the cmd line).

the second script, add new term (from en_gb file) to specified lang file. the screen is used to display the result.
