3 bug in 1.4.2 patch (ntp simple check, snmp error response, external check)

the first fix external check that not work as is:

• correct control of useip flag
• correct '()' parametter check in place of '[]'

the second fix ntp simple check that not check correctly the useip flag

and the last fix, is only to ameliorate the snmp type control and respond the correct message when the oid correspond to none...
