Zabbix Forum - User creation precautions

Why is not the user breath2066 still not blocked ?
He has done nothing but SPAM the entire forum since its user creation.

Please improve the way forum users are created, so that one must imperatively answer some basic Zabbix/IT answers before being accepted in the forum.
