I think zabbix is week for rapid escalation of alert.
May be ia don't have found the option.
When a TRIGGER become ON (and a action to send a email for exemple is used), the system become quiet until TRIGGER pass OFF.
I have made a picture to explain :
on the first row, actual zabbix
on the second or the third row : system of repeat and escalation to an other people.
However, we can make escalation making an other trigger becoming ON after X min, but if we have hundred of trigger, it can be very dificult, and the repeat aren't possible, i think
