    server Restarted ON, OFF ??

When a server is down and back up you get trigger:ON and trigger:OFF messages. That makes sense.
When a server is restarted you get restarted:ON and restarted:OFF messages. That doesn't make sense. I'd like to see just one restarted message.
Is this going to be changed soon?

It can be done now, it's all in how you configure your action.

On your action configuration for sending the restarted message, just add a condition that will only send a message when trigger value = ON

You may think of it the following way:

Status of trigger is a current state of monitored environment.
Event is a trigger status change.
