Trigger actions dont show up

When first upgrading to 1.6, if you moused over a trigger in the Dashboard, it would show you the list of actions that trigger had associated with it.

Now, those triggers do not show associated actions anywhere, yet the repeat notification setting still send repeats normally.

Is this a known bug?

Interestingly, I can acknowledge these triggers, and they will still send out alerts, when my alerting says only for un-acknowledged triggers.

Is there a way I can clear these out or something?

I seem to have found out a cause, whenever Zabbix_server restarts, it "looses track" of the actions, and the triggers seem unaffiliated with actions.

This essentially means that even if you acknowledge a trigger, and your action says to only send for un-acknowledged triggers, when it loses this affiliation after Zabbix_server restart, actions will keep resending, and you cant see it in the webgui.

Has no one else seen this? I can't be the only one, I've managed to replicate this behavior on two Zabbix servers now

Here is a screen shot showing triggers that do not have actions associated properly.
Those triggers in fact HAVE sent e-mails, and the un-acknowledged ones continue to send (which is good), but the history of actions no longer shows up.
