User with "Admin" privilege able to creat group host but not assign hosts.

Hi All,


I am having a problem with Zabbix 1.6 where a user that has the "Admin" privilege can create a new host group but is not permitted to assign new hosts to that newly created group. Any suggestions as to how I might go about remedying the situation?
