Custom Userparameters not being read from config file

Im on zabbix 1.6.4

Ive added a bunch of userparams to the zabbix_agentd.conf file. However upon restart of the agent (with debug=4), it does not see a good number of them.

What gives?

Im trying to attach the agentd.log file but its much larger than the attachment limit.
Conf file is attached.

Nevermind. I have no idea how I fixed it. but I did.
