Zabbix 1.6.1 to 1.6.4 No Email Subject/Message

I recently upgraded from zabbix 1.6.1 to zabbix 1.6.4 and now the notifications are being sent without a subject or body. This is a production system and I need to get this resolved ASAP.

I've tried removing a user and readding, removing the notification type for the user and readding, and I've checked the media type settings. This seems to be a bug but I don't want to submit it till it can be further checked out. Any help is appreciated.

in action settings, do you have 'default message' contents (subject and body) populated ? i've noticed that at some point upgraded zabbix has nothing for those fields, so adding new user operations sends empty messages.
