Condition precedent for traffic monitoring under linux

I have a very minimal debian installation on a router with a minimal static kernel + grsecurity. I have installed the zabbixagent but the incoming/outgoing traffic items have the state "Not supported". What are the condition precedent for the system or kernel to monitor traffic? Thx!
