Problem with groups in 1.8

I have problem with user groups in Zabbix 1.8.
I created a User group and then created few users. Then I asign the user to a group. If I create a user and try to asign it to the same group, it asign this user to the group, but unassigns the previous user from this group.
If I try to add all users to group in User group menu and press save it shows error "ERROR: Cannot update group" and nothing is done. What could be the problem?
