This just started happening.

We keep the zabbix_server.log in /tmp, which is writable by all users.

/tmp is only 4% full. Why would zabbix be unable to write a file here?

Oh I'm a big dummy! Last time I started zabbix, I started it as myself by mistake, instead of using sudo - I stopped and restarted it with sudo, and now it is behaving normally.
