Items arn't created automatically

Hello,
I'm monitoring a web application. I want to create an action: "send a mail when the application is not available". In the manual is written: "As soon as a step is created, Zabbix automatically adds items for monitoring and links them to the selected application." But me; when i create steps for scenario, item is not created automatically. How can create Item for creating trigger ans action?

they most likely are created, you just can't see them in the configuration section since 1.8.
check latest data, they should appear there.
