map permission issue

I'm running zabbix 1.8.1 and want to create network administrator group with limited permissions. When I create a user with network adm. group, this user seem to have all the right permission, but can not see map and screens that was created as zabbix superadmin. Any suggestions on how I can fix this?

That user must have read permissions over All host groups with elements in the map.
