Permissions issue...

After a need arose to create a separate users group for viewing and administering a specific group of servers in Zabbix, we encountered a problem assigning "Admin" permissions to a user in that group. It's v1.8.3.
When a user type is changed to "Zabbix Admin" and explicitly denied permission to all other [node:]host-groups except his own, the user can still see "Remote Command" Actions configuration - ones not related to his hosts group (or users group). Additionally, that Admin user has no ability to modify (or even see) the Template used for his hosts group (and it's Items or Triggers, etc). The Template itself is assigned to that hosts group too.
Can anyone please reproduce or confirm?
