Still having problem monitoring site now with 1.8.6

I keep getting an "Failed on "Status Page" [1 of 1] Error: SSL connect error" error monitoring https://express.rwsol.com/roi/servle...yAction=Status

All that the site should come back with is "Status: GREEN"

I've attached screen captures of my configuration.

This has been happening since at least 1.8.3

The server log shows:

I got an error like this and it was caused by firewalls. Have you validated the request from the command line?

Works from command line

I tried it with curl and lynx and got the expected results.
