Adding Application to Template results in "already exists"

I wanna create a new template. It's empty. Now I wan't create additional applications to group the items. But I get only the error message "Application 'Filesystem' already exists". But my list is empty and I can't also selected this application from the list if I edit my item.

What's going wrong? I use "Filesystem" in an other Template. But this should not be to problem, not?

Could someone explain what I'm doing wrong?
