cannot allocate shared memory of size 493428: [38] Function not implemd

Dear users,
I have very annoying problem
after starting zabbix_agentd on my ALIX card with tailored Linux distribution for embedded system I got this problem:

Sep 8 14:39:25 nodeTcpK37 daemon.info Zabbix Agent (daemon)[300]: Starting Zabbix Agent [Zabbix server]. Zabbix 1.8.7 (revision 21394).
Sep 8 14:39:25 nodeTcpK37 daemon.crit Zabbix Agent (daemon)[300]: cannot allocate shared memory of size 493428: [38] Function not implemented
Sep 8 14:39:25 nodeTcpK37 daemon.crit Zabbix Agent (daemon)[300]: cannot allocate shared memory for collector


what I did
[email protected] #sysctl -w kern.ipc.shmmax=134217728
sysctl: error: 'kern.ipc.shmmax' is an unknown key
I edited sysctl.conf
with this values
kern.ipc.shmall=2097152
kern.ipc.shmmax=2147483648
kern.ipc.semmsl=250
kern.ipc.semopm=100
kern.ipc.semmni=128
kern.ipc.semmns=32000
kern.ipc.shmmni=4096

but after
[email protected] #sysctl -a| grep ipc
[email protected] #
i.e. it looks that I can not set mem size.
i tried and read this it didnt help. any ideas?
