Notifications not working

I added a perl script to send an IM to talk.google.com. I tested the script so it works in isolation. I created an Action to send a notification with the following conditions:
Trigger value = "PROBLEM"
Trigger = "test"
Host = "My Host"

Action operations should send an IM to Admin user so I don't think it is a permissions issue.
The dashboard shows that an issue is created but no action is associated. Also the audits filtered for Actions don't show anything.

What could be the cause?

Does the admin user have a media type with the proper google talk credentials so the action can send to it?
