Can not import xml templates on Debian Squeeze

I can not import XML templates into my Zabbix server.

Debian Squeeze
Source: zabbix (1:1.8.11-1)
Version: 1:1.8.11-1+b1

I believe I have the correct XML packages installed:

libxml2 install
php-xml-dtd install
php-xml-htmlsax3 install
php-xml-parser install
php-xml-rpc install
php-xml-rpc2 install
php-xml-rss install
php-xml-serializer install
xml-core install

This is from php.ini:

Am I missing something? When I import an xml template the banner turns green and says "Imported successfully" but I when on "all templates" I still only have 42 templates not 43 as expected.
